seaping water under door

Our house is 3 years old and from the day that it was built, the doors in the basement have always leak under the door and in the corners of the doors when it rains. They builders cannot seem to see how the water is getting in. We have even had a new double door put in. Flashing has been put up on the deck to try to keep water out, but did not seem to work. It is a walkout basement and the ground is wet. We are going to have concrete poured. Do you think that will help the situation?
