low flow rate

New master bath is built, Bosch water heater is installed. However the water flow rate is low such that the water heat does not start because it got a flow rate sensor. It is difficult to change piping at this point, one option I can think of is a booster pump. Can a booster pump work to increase the flow rate? Thanks Lee
