Pancake boxes and interior lighting

In reference to the use of pancake boxes and installation of interior lighting. Is it permissible to use 14/3 wire at the end of a run for a lighted ceiling fan? There is a ceiling joist that runs through the center of the room where I want to install the ceiling fan. Also, is it permissible to drill a 1/2" hole through the side and bottom of the joist for the installation run of the wiring to the pancake box?
