Proper Wiring

I am not "new" to wiring, but at the same token, I am not an expert. I am finishing my basement and, of course, am wiring it to accomodate my needs. Being a curious person and one who loves to understand everthing that is going on, I started double checking other items that were hooked up to my main breaker panel. My concern is regarding my Central Air and Well Pump. They are both hooked up in similar means and it concerns me because it seems to go against what I have learned in the past (both items were hooked up by professionals). Both require 240 volt service and both have there own double pole 20AMP breakers (which makes sense). However, both are wired using 12-2 wire, which leads me to my concern. My understanding is that a minimum of 12-3 should be used (two hots to the poles, one to neutral, and of course the ground wire). Currently they have both black and white wires going to the poles on the breaker, and then it is grounded, but there is no cable going to the neutral bar. Is this normal or am I getting concerned over nothing??
