Insulation and Sound Barriers

I'm remodeling a basement on a 2-story house. I will be installing a media room and office. I'm concerned about the sound of foot traffic, plumbing, etc. I was planning to put R-13 Thermal/Acoustical insulation on the walls and in the rafters. The celing will be a combination of soffets, framed down (12" rooms) and a large media room with the finished ceilings mounted to the rafters. The rafter are standard 2x12s. Any recommendations on way to ensure adequate sound damping or will the R-13 suffice?
