Help please--foul smelling wall disintegrating

Can someone please help, I have noticed that the side of the walls in my Livingroom and back room are disintegrating and crumbling off, all the paint came off and small crumbly chunks(beige, dark beige and some orange pieces in color) of the wall itself too, but what really bothers me is that it smells so bad that the whole room is starting to stink and inside the wall unit thats next to it smells so bad I can't even open it, there are pieces of wall crumbling and falling off, I've been vaccuming it up cause I don't want to touch it. The smell is so bad that it burns my nose. What I'd like to know is if the smell is dangerous, what is happening to the wall? I've never seen anything like it before or smelled anything like that. How do I fix it, I know I can't just paint over it. Please, Please any advice /info would be very appreciated. The 8 apartment building isn't that old, maybe 70 yrs or so. Big chunks of thick ceiling wall paint are also falling off lately too. This whole thing worries me.-----Lisa
