Textured Ceiling

I recently atttempted to paint the ceiling in my condo (circa 1985) which had a stippled effect. It seemed to be sealed, so I applied a latex ceiling paint. Large particles did come off on the roller while painting, but it dried nicely and looked fine. Within a few days, particles began to fall from the ceiling which looked like paint. However, they felt like small pieces of styrofoam. On examination, I could see tiny parts of the ceiling "bubbling" as if releasing a gas, and from this a tiny ball of apparent styrofoam droppped to the floor. I am at a loss, and every day I have to mop the entire apartment. The pieces mark the hardwood floor if accidently walked on. What is this? How can I repair or correct the problem.
