alternative minumum requirement for crawlspace ventilation

I am in the process of building a new home in the City of Carlsbad California. I am having some difficulty convincing my City inspector that less ventilation may be required if the ground in the crawlspace is covered by a plastic barrier. I noticed that the builders web source page http://www.builderswebsource.com/_discBT/00000251.htm ,indicates the requirement is 1 per 1500 if plastic is applied. Do you know where to find information (code) to substantiate this? I have a block wall foundation with nearly half of the exterior sides at top near grade so providing cross ventilation without vent wells will not be possible.
