Waterproofing my basement

I am having my basement waterproofed. The company is drilling up the floor and laying down drain tile. I thought they were suppose to drill in the bottom of the last block on footer. they are drilling 1 block up from footer. are they cutting corners by not drilling holes in the bottom of the last blocks? how will this effect the lower block without drainage holes? how do i know the sump pump is properly working? can you help me? thanks rex
