Hardwood floors - rippled finish

I have had old oak floors removed because of staining and new 2 1/2" x 3/4" select red oak floors installed. Now after sanding and 1 coat of water-based varnish and 2 coats of semi-gloss polyurethane, the floor shows a rippled washboard effect when the sun shines across the floor. Is this normal? They said it is just a nature of the wood?
