None of the "inexpensive" packages do the design work for you. However, if you want to do computer-aided drafting, there are good packages for under $100 to about $600, such as AutoSketch or AutoCAD LT. We actually used a $99 package to design our entire house...but the creativity still comes from you, not the software package.
