Lath and plaster do provide additional strength to a wall. In older wood-frame construction, lath and plaster provides shear reinforcement against lateral movement, such as seismic shocks.

However, in the case of a solid brick wall, the strength of the wall is ultimately determined by the brick itself. If you're in a seismic area or high wind zone and the brick is un-reinforced, you have a potentially hazardous situation that needs structural reinforcement.

If you're in doubt about the structural condition of the home, you should have a structural engineer examine it and make recommendations suitable to the as-built conditions.
