Need Help, Having problem w/ Contractor

I am having a problem w/ my contractor/project. I have hired a contractor to
put 2nd story on my existing 1 story home. The project started on Feb 9, 2001
and my contractor said it would be completed in 3-4 months. We are coming up to
the 6th month mark and still have a long way to go. We haven't seen any real
work done in well over a month. He continues to say someone will be there
tomorrow, tomorrow, but no one shows up. What can I do to get my contractor to
get some work done? Can I take any legal actions. Suggestions needed..
