Proper drainage is important when setting concrete pavers over existing slab. We had the exact same situation as you and here's what we did, which has worked very well.

1) First, we mortared a border of pavers to provide a solid, permanent edge. We also provided periodic weep holes to allow for runoff. You can use straws for this.

2) Then, we also made sure there was a slight slope to encourage runoff away from the house.

3) We then used approx 1-1/2" of clean, moist, salt-free sand, screeded and tamped such that setting a paver on top results in about 1/4" excess height compared to the boarder.

4) Once the pavers were cut to fit, we used a flat plate vibrator. This causes the pavers to lock together as sand is vibrated in between the pavers. Continue vibrating until the pavers are flush with each other.

5) Then sweep in additional sand to finish off the joints.

If you follow this procedure, you'll have a long lasting, durable paver finish over you existing concrete.
