Personally, we don't like painting over wallpaper since the seams can show through and the quality of the finish surface can suffer later if the wallpaper begins to peel. However, it is possible to seal the wallpaper with a high quality stain-block oil-based primer, being sure to patch any areas first that are loose.

Depending on the type of paper, you may be able to use a thin layer of drywall compound which you subsequently sand to a smooth finish.

Alternatively, professionals have ways to remove old wallpaper, although it's a tedious process and often involves chemicals to loosen the glue. This only works with wallpaper that can absorb moisture.

If the plaster walls are still intact (and not crumbling), then it's not likely that you'll damage the walls. However, some amount of sanding and prep work is always required prior to painting.
