painting over textured wallpaper

My grandmother has 'very' old heavy cloth wallpaper. She wants to change the room but is afraid that the 'very' old plaster will come off with the wallpaper if she tries to remove it. I thought the I remembered seeing someone on a DIY show use a white substance to cover textured wallpaper and then painted over it. I would really appreciate it if anyone knew what this stuff was called. Or if you have any other suggestions, that would be great. She's over 90 and I would like to save her the stress of facing an enormous remodeling job.
