broken double pane window

We are the family rebuilding our home after fire. We had double pane vinyl windows put in. One of the panes on one of our double pane windows broke. Do we need to replace the whole window to maintain the insulation from the outdoor weather, our can we replace just the glass (the broken glass is on the interior). Our general contractor seems to think we only need to replace the glass. Can you let us know if this is true?
