This is a very broad question that requires further information and design assistance. Depending on whether this is on private property or in a commercial zone, the construction requirements may vary.

However, if you're looking for a basic rectangular structure, here's what I'd do if I were building it for myself:

1) Structural slab foundation (pending soils test) 2) Steel-reinforced concrete block wall perimeter (filled solid with grout). Depending on location, there may be seismic considerations impacting spacing and size of steel rebar. Recommend 8x8x16 CMUs 3) An office area and bathroom 4) An engineered truss roof with no intermediate supports (to provide a clear span). 5) Rear service doors and front automatic steel garage doors 6) Other utilities that may be required for an auto repair facility, including special ventilation, lighting, toxic chemical disposal, etc.

These are some general ideas to consider. A more detailed analysis would have to be done by a licensed architect specializing in commercial structures.
