1) First, have an immediate inspection by the city or county building department. They may be able to determine whether there is an imminent safety hazard. If so, the occupants may need to relocate until the situation is rectified.

2) Check in the local phone book for a foundation contractor, or a general contractor that specializes in foundation repair and renovation. The house may have to be jacked up and a new poured foundation and basement poured in place. This is an expensive process, but is fundamental to occupant safety and preservation of the home's value.

3) They might also consult a local structural engineer who can suggest a suitable remedy.

The foundation damage you describe sounds extensive and should be addressed immediately to avoid unnecessary safety hazards.
