Water seepage through concrete block walls

I'm negotiating to purchase a home. The inspector just told me that there is extensive evidence of water seepage through the concrete block foundation from all sides. The house is 45 years old, and there is only minimal damage evident in the small percentage of areas which were visible to the inspector (the rest are behind wood panelling).

So the question is, if there is no permanent damage to the foundation yet, can the problem really be fixed by performing the external excavation and introduction of sufficient drainage?

The house is a 3500 sq.ft. bungalo. Is 30K Canadian a reasonable estimate to fix the problem?
